While our presidents do not have absolute power, they ultimately play a large part in setting the national agenda. Our direction was shaped by the ideology they ultimately brought to the Whitehouse. Inasmuch as Congress plays a major role in legislation, ultimately nothing relatively palatable to the executive branch, the president is generally effected.
